Franchise Demand Cools as Advertising Response Climbs
Franchise Development Outlook data shows U.S. ownership search demand cooling as advertising engagement and inquiry conversion rise.

Reshift Media and Franify have reported that U.S. franchise ownership search demand is returning toward historic levels after a sharp early-2026 rise. Their Q3 2026 Franchise Development Outlook found demand had fallen 40.7% from its February peak, while advertising engagement rose 26.8% year over year. Advertising inquiry conversion increased 166.6%, and indexed cost per inquiry fell 68.0%. The findings point to a more responsive audience for franchise recruitment advertising despite fewer active ownership searches.
Demand Returns Toward Historic Levels
The report’s Franchise Development Demand Index reached 107.6 in September 2026, down from 181.4 in February. Search demand remained 7.6% above its 2022-2024 historical baseline, while the index averaged 111.9 during the third quarter, 15.2% below the same period in 2025. Reshift Media forecasts the index will average 102.8 in Q4 2026 before a seasonal recovery to 111.0 in Q1 2027.
Steve Buors, CEO and Co-Founder of Reshift Media, said:
“The most interesting finding is the growing disconnect between active franchise ownership searches and advertising engagement. We’re seeing fewer people actively searching for franchise opportunities than we did earlier this year, but the people responding to franchise advertising are engaging at much higher rates. For franchisors, that suggests there is still considerable opportunity to generate interest and inquiries with the right advertising strategy, even as overall search demand returns to more typical levels.”
Advertising Engagement Strengthens
The Franchise Advertising Engagement Index reached 117.4 in Q3 2026, its strongest third-quarter reading in the available dataset. The Franchise Advertising Inquiry Conversion Index climbed to 229.5, while the cost per inquiry index fell to 40.2 in September from 125.8 in Q3 2025. The report cautioned that stronger engagement and inquiry conversion do not necessarily translate directly into qualified candidates or completed franchise sales.
Steve Buors, CEO and Co-Founder of Reshift Media, added:
“For franchise development teams, this reinforces the importance of reaching beyond people who are already searching for a franchise. Search marketing remains essential, but effective outbound advertising can introduce franchise opportunities to people who may be interested in business ownership without actively looking for it. The data suggests those audiences are responding particularly well right now.”
New Discovery Channels Emerge
The report also examined artificial intelligence as a franchise research channel. It cited research showing ChatGPT usage among U.S. adults reached 44% in 2026, while a September 2026 study found 27% of surveyed franchise prospects identified ChatGPT as one of their most useful tools for researching opportunities.
